Which one is right?”

The person asking this is usually ready to decide. The budget has been set aside, the need is clear, and it’s time to choose an agency. But the three SEO proposals on the table don’t line up: one gives a number of keywords, one lists a monthly content count, and the third promises rankings outright.

The prices are no different. Three documents you think describe the same work quote figures that are three times apart.

At this point, most people choose the middle proposal that seems most reasonable. It’s an understandable reflex but the wrong method. Because the real problem isn’t that the proposals are different, it’s that they aren’t comparable.

And it needs to be said plainly: this incomparability is no coincidence. An SEO proposal that leaves its scope vague keeps the right to argue later about what was and wasn’t included. Ambiguity works in the seller’s favor.

The only thing that works in your favor is this: putting the proposals into the same format.

That’s what we’ll do in this guide. We’ll cover what to compare, which sections an SEO proposal must include, the red flags Google warns about in its own documentation, how to read proposal language, and five traps we see in the field. By the end of the article, you’ll have a table that lets you put three proposals side by side and evaluate them at a glance.

At Brandaft, we are an Istanbul-based SEO agency — and we’re on the side that writes proposals. In this article, we’re not defending our own proposal; we’re laying out the criteria that strengthen the buyer’s hand. The reason is simple: we don’t sell fixed packages, we build a custom roadmap for each project — and when the scope of a job isn’t clear, both sides lose in the end. We expect you to evaluate our proposal against the criteria below as well.

Table of Contents

Toggle

Why Don’t Three SEO Proposals Line Up?

What You Need to Prepare Before Requesting an SEO Proposal

7 Sections Every SEO Proposal Should Include

The Red Flags Google Warns About in SEO Proposals

5 More Red Flags We See in the Field

The Same Item Written Well and Badly (Side by Side)

Agency, Consultant, Freelancer: SEO Proposal Types Are Different

How Do You Compare Prices? Any comparison made without telling them apart is misleading.

The SEO proposal that sells inputs. So much content per month, so many links, so many expert hours. It’s easy to measure because it can be counted. But what’s being counted has no link to results. Ten pieces of content get produced, none of them rank, and the work is still considered “done”. In this model, the agency sells its effort, not its results.

The SEO proposal that sells outputs. First page for this keyword, this much traffic growth. It sounds safer because it promises results directly. But most of the promised result is outside the agency’s control: the algorithm changes, competitors invest, the industry shifts. And how these promises are kept is usually not pretty — low-competition keywords with no commercial value are chosen, the promise is kept on paper, and nothing changes on the revenue side. We covered this mechanism and why proposals that guarantee rankings are technically indefensible in a separate article; the same distinction applies here: results can’t be guaranteed, but the process can be assured.

The SEO proposal that sells a system. Diagnosis, prioritization, implementation, measurement and a decision rhythm. It’s the hardest to evaluate because at first glance it doesn’t give a concrete number. Yet this is what you’re really buying: knowing what will be looked at each month, at which threshold action will be taken and which hypothesis will be tested.

To sum it up in one sentence:

An input proposal tells you what will be done.
An output proposal tells you what will happen.
A system proposal tells you what decisions will be based on instead.

If you try to compare all three in the same table, you’re adding apples and oranges. What needs to be done is to force them all to answer the same questions. In the next section, we cover the first step: the preparation before you request a proposal.

What You Need to Prepare Before Requesting an SEO Proposal

A significant share of bad proposals come from bad briefs. If the agency doesn’t know what it’s solving, it sends its standard package, and that package most likely won’t fit you. This doesn’t mean the agency has bad intentions — giving a generic answer to a question that came with no information is natural.

Before requesting a proposal, put these five items in writing. Half a page is enough, and it visibly changes the quality of the proposals you receive.

Commercial goal. What do you expect from SEO? More quote requests, e-commerce sales, dealer applications or brand awareness? “Traffic growth” isn’t a goal, it’s a means. When you write the goal in commercial terms, the agency’s recommendation takes shape around those terms.

Current situation. Monthly visitors, number of conversions and which channels traffic comes from. If you don’t have this data, that’s valuable information too, and the first item in the proposal should be setting up measurement. At the end of an SEO campaign started without measurement, no one can tell what worked.

Constraints. What platform does the site run on? How many people have to approve content before it’s published? Do you have developer support? An agency’s technical recommendation is worthless if it can’t be implemented in your setup. Stating constraints up front is the shortest route to an actionable plan.

Budget range. Hiding the budget is thought to be a negotiating advantage; in practice it does the opposite. When you give a range, the agency designs a scope that fits it and prioritizes accordingly. When you don’t, it sends its standard package, and you’re left with a figure that has no scope.

Decision timeline. When will you decide, and who will decide? This lets the agency write the proposal for whoever will read it. A proposal read by the technical team isn’t written in the same language as one read by the board.

Giving the same brief to three agencies is the easiest and cheapest way to make three SEO proposals comparable. Once the brief is shared, the differences become meaningful too.

7 Sections Every SEO Proposal Should Include

A comprehensive SEO proposal includes these seven sections. This isn’t a formality checklist; every missing section is a gray area that will become a point of dispute in the months ahead. While reading proposals, marking how many sections are filled in is a good screening method on its own.

1. Diagnosis. The site’s current state: technical issues, content status, competitive position and current rankings. An agency that sends a proposal without a diagnosis has quoted a price without knowing what it’s selling. In our own process, we call this a technical X-ray, and it’s a pre-proposal step — because every error left undiagnosed is later subtracted from the budget.

2. Goal definition. What is expected to grow, and how will it be measured? Traffic, qualified traffic, form submissions or sales? The goal section determines what the rest of the proposal serves. If it’s empty, every item below is left hanging.

3. Scope and deliverables. Which work will be done and which won’t. Technical SEO, content production, authority building, local SEO — each is a separate line item, and whether each is included should be stated individually. Writing down what’s out of scope is just as important as what’s in scope.

4. Measurement framework. Which metrics will be tracked, with which tools, and at which threshold action will be taken. Without this section, monthly reporting boils down to the agency picking the numbers that look good that month. We covered in detail which indicator is meaningful when, and the difference between a KPI and a metric, under how to measure SEO success as a separate topic.

5. Timeline. What will happen in the first 30, 60 and 90 days? When the first results are expected and which signal means “on track” should be in writing. This section is also expectation management: it tells you when to be patient and when to ask questions.

6. Team and communication. Who will do the work, who will you talk to, and how often? It’s normal, and not a bad thing, for the person selling to be different from the person doing the work; not stating who will do it is the problem. Ask for clarity at the level of names and roles.

7. Commercial terms. Term, termination conditions, price increase mechanism, data and account ownership. The last item is the most often skipped and the most costly; we’ll cover it separately below.

How many of the seven sections are filled in gives you a quick first screening. If two of the three proposals leave five sections empty, the comparison is already largely done.

The Red Flags Google Warns About in SEO Proposals

This section is especially important, because its source isn’t an agency’s opinion, but the search engine itself. Google publishes a separate document for people considering hiring SEO services, and it clearly lists both the questions to ask and the signs to avoid. Keeping this list at hand while evaluating a proposal takes the discussion out of the realm of opinion.

Google’s official guide flags these warning signs:

1. Unsolicited contact. Google says to “be wary of SEO firms and web consultants or agencies that send you email out of the blue.” An SEO proposal arriving by cold email is the industry’s oldest red flag and is usually part of a mass mailing.

2. Ranking guarantees. Google’s wording is clear: “No one can guarantee a #1 ranking on Google. Beware of SEOs that claim to guarantee rankings, allege a ‘special relationship’ with Google, or advertise a ‘priority submit’ to Google.” This item alone is grounds for elimination.

3. Lack of transparency. “Be wary if a company is secretive or won’t clearly explain what they intend to do.” An agency that avoids explaining its method usually does so because it has no method that can be explained.

4. Link schemes. It states that services offering “link popularity schemes” or offering to submit your site to “thousands of search engines” should be avoided. Work like this creates movement in the short term and builds up risk in the medium term.

5. Claims of Google-approved tools. Google clearly says it doesn’t evaluate or endorse third-party SEO tools. A proposal that mentions a “Google-approved tool” contains a claim that can’t be verified.

These five items are a filter. If even one of the proposals in front of you carries a single one of them, you don’t need to look at its price.

5 More Red Flags We See in the Field

Google’s list mostly covers the technical and ethical side. On the commercial side, there are five more signs we see in the proposal document itself. They don’t show that anything forbidden is being done, but they seriously increase the chance of problems later.

6. A proposal without a diagnosis. A price sent after nothing more than a phone call, without anyone looking at the site. If what’s being sold isn’t clear, neither is what’s being bought. The figure in a proposal like this isn’t a price, it’s a guess.

7. Scope items ending in “etc.” “Technical SEO work, content optimization, etc.” This abbreviation looks innocent, but its function is clear: it lays the groundwork for saying “that wasn’t in our scope” later. Scope items should be written as closed lists.

8. Reports, but no decisions. The model that sends a forty-page PDF every month but doesn’t answer “what changed this month, why did it change, what’s the next hypothesis”. Report length isn’t an indicator of work quality; more often it indicates the opposite. A good report is short and recommends a decision.

9. Unclear account ownership. Whose name are Search Console, Analytics, ad accounts and the content produced under? If the agency uses its own account, your data history leaves with it when you part ways. The new agency starts from scratch, and you lose the ability to compare. This must be stated explicitly in the contract.

10. Not stating what the price is based on. There’s a number, but no rationale. If you can’t ask which line items make up the price, you won’t be able to manage scope discussions in the months ahead either. We broke down industry ranges and what drives the price, item by item, in our monthly SEO pricing article.

The Same Item Written Well and Badly (Side by Side)

Reading proposal language is a skill that can be learned, and it’s easier to learn than people think. The comparison below shows side by side how the same work can be written vaguely and how it can be written in an auditable way. A good agency meets this request without getting defensive, because making its own work auditable is in its interest too.

Agency, Consultant, Freelancer: SEO Proposal Types Are Different

If the three proposals come from different kinds of providers, it isn’t right to read them with the same criteria. Each model has its own strength and its own risk; the right choice depends on your in-house capacity.

An agency proposal sells team capacity. Its advantage is continuity and multiple areas of expertise: technical, content and authority work run under the same roof, and one person leaving doesn’t stop the work. Its risk is how high your project sits on the team’s list of priorities. That’s why “who will do the work, and how much time will be allocated” is the most critical question in agency proposals.

A consultant proposal sells direction; implementation usually stays with you. If you have your own team and what’s missing is strategy, this is the most efficient model, and it’s also lower cost. Its risk is that recommendations stay in the report if you don’t have implementation capacity. This possibility needs to be discussed up front; we’ve written separately about when the consulting model is the right choice.

A freelancer proposal sells a specific piece of work. For narrowly scoped, clearly defined work, it’s the most cost-effective option. Its risk is that one person can’t keep up when the scope grows, and continuity depends entirely on that individual.

When comparing all three in the same table, remember: the lowest monthly cost isn’t the lowest total cost. Whoever implementation stays with, their time and cost also count.

How Do You Compare Prices? (Scope First, Then Term)

A price comparison can’t be made until the proposals are brought to the same scope. Skipping this order is the most common and most expensive mistake. The right order is this:

First, level the scope. Ask every agency the same question: “Are these three line items in your proposal?” If not, ask for the price of that item separately. A price comparison made before scopes are levelled is nothing more than comparing the price tags of different products.

Then, level the term. A six-month proposal and a twelve-month proposal can’t be compared in the same table; long-term agreements usually lower the monthly cost but reduce flexibility. Reduce everything to a monthly cost, then evaluate the difference in term as a separate item.

Finally, look at the total cost of ownership. The agency fee isn’t the only line item. Content production, tool licenses, developer hours, design support — which of these are included, and which are extra? A proposal that looks cheap can become the most expensive option once extras are added. Asking about these items at the proposal stage beats being surprised six months later.

12 Questions to Ask When Requesting an SEO Proposal

Google’s own guide also recommends asking questions when requesting a proposal and gives a few example questions. The list below covers those questions and extends them with the commercial side. Sending these questions by email to all agencies at once is the most practical method; the answers three agencies give to the same questions are more revealing than the proposals themselves.

What kind of review of the site did you do before preparing this proposal?

Have you worked in our industry before? Can you show an example?

What exactly will you do in the first 90 days?

Which metrics will we track, and at which threshold will we take action?

Will you share every change you make to the site with us?

Is content production included? How many pieces, how long, and who will write them?

Do you do authority building? If so, with what method?

Who will do the work? The person in this meeting, or someone else?

How often is reporting done, and which questions does it answer?

In whose name will the Search Console and Analytics accounts be opened?

What is the contract term, and is there an early exit clause?

When will we say “this isn’t working”? What is the failure criterion?

The last question is the most useful and the most avoided. An agency that isn’t afraid to write down a failure criterion takes success criteria seriously too. An answer of “that won’t happen” is an answer in itself.

Comparison Table: Put the Three Proposals Side by Side

Put the three proposals into the table below. Filling it in takes half an hour and puts a six-month decision on much firmer ground. Every empty cell is an unasked question — and asking that question now is much cheaper than asking it four months from now.

Criteria

Proposal A

Proposal B

Proposal C

Was a diagnosis done?

Is the goal clearly defined?

Is the scope written item by item?

Is out-of-scope work written down?

Are measurement metrics specified?

Is there a 30/60/90-day plan?

Is the team doing the work named?

Are reporting cadence and content written down?

Who owns the accounts and data?

Contract term and exit clause

Monthly cost (at levelled scope)

Out-of-scope extra costs

Is a failure criterion defined?

When you fill in the table, this often becomes clear: the cheapest proposal has the most gaps. That’s no coincidence. Ambiguity is how you sell cheap; every cell left empty is an area that can be invoiced later.

When Does a Cheap SEO Proposal Turn Out to Be Expensive?

A low price isn’t a red flag in itself. Some work genuinely takes less effort, and some agencies operate at lower cost. These are the three scenarios in which a cheap SEO proposal ends up costing a lot:

When risky methods are used. Purchased link networks can create movement in the short term but build up risk in the medium term. The cost of recovery is higher than the cost of doing the work right from the start, not to mention the time recovery takes.

When scope is disputed later. If a new “this is extra work” invoice shows up every month, the starting price wasn’t the real price. This usually stems not from bad intentions but from the scope not being written down at the start — but the result is the same.

When measurement isn’t set up. Six months of work go by, and at the end no one knows what worked. What’s lost here isn’t just the budget, but six months of time. Budget can be allocated again; those six months don’t come back.

On the other hand, an expensive proposal isn’t automatically good either. What a high price should buy is the seven sections above being filled in. If they’re not, you’re buying expensive ambiguity, and that’s no better than cheap ambiguity.

Conclusion: Compare the Scope, Not the SEO Proposal

The three documents in front of you aren’t really three prices, but three different definitions. They seem to describe the same work differently; in reality, they describe different work.

That’s why the right move isn’t to read the proposals, but to force them all to answer the same questions. Once the questions are clear, the prices become comparable on their own.

A cheap proposal sells ambiguity.
An expensive proposal doesn’t always sell clarity.
A comparable proposal, however, leaves the decision to you.

The most valuable thing an agency can offer you is making its own work auditable. A custom roadmap instead of a fixed package, deliverables written item by item instead of a closed scope, and a measurement rhythm that produces decisions instead of reports — that’s what you’re looking for in a proposal document.

Frequently Asked Questions About SEO Proposals

Is it normal for an SEO proposal to include a ranking guarantee?

No, it isn’t normal, and Google’s own guide is clear on this: no one can guarantee a #1 ranking. Google itself states directly that you should be wary of services that give guarantees, claim a special relationship with Google or promise priority submission. There’s an important distinction here: results can’t be guaranteed, but the process can be assured. In other words, an agency can commit to which analyses it will run, in what order it will proceed and which outputs it will deliver when; it can’t commit to rankings.

How many SEO proposals should I get?

Three proposals are usually enough and, in practice, the most efficient number. More doesn’t make comparison easier; it makes it harder, because each proposal comes with a different scope definition and levelling them all takes time. What matters isn’t the number of proposals, but that all three responded to the same brief and the same questions. Proposals from agencies that didn’t receive the same information can’t be compared, even if there are ten of them.

Why can the price gap between proposals be so wide?

Because different work is often being sold. One covers only content production, another also includes technical SEO and authority building, and a third has also priced in setting up the measurement infrastructure. On top of that comes the difference in working models: agency, consultant and freelancer costs naturally differ. The price gap can’t be interpreted without levelling scope; once you level it, the gap often turns out smaller than you expected.

Is it wrong to choose the cheapest SEO proposal?

Not in itself; some work genuinely requires less effort. But cheap proposals usually look cheap by leaving scope vague, then reach their real price through extra line items. Fill in the comparison table and look at how many cells of the cheapest proposal stay empty. If the number of empty cells is high, the price gap isn’t a real difference, it’s a deferred cost.

Which clause absolutely must be in the contract?

The account and data ownership clause. Search Console, Google Analytics and any ad accounts should be opened in your name, with the agency only given access. The rights to the content produced and the reports prepared should also pass to you. Without this clause, your historical data leaves when you leave the agency; the new agency starts from scratch, and you completely lose the ability to compare with the previous period.

Can an agency give an SEO proposal without a diagnosis?

It can, but that proposal isn’t a price, it’s a guess. Diagnosis is the step that determines what will be sold; when it’s skipped, both price and scope stay open to change later, and those changes usually work against you. A serious proposal is preceded by at least a technical review and a look at competitors. It’s also normal for this review to be paid — expecting a free diagnosis usually gets you a superficial one.

Is asking about failure criteria an aggressive question?

No, on the contrary, it’s the most useful question, and a professional agency won’t be bothered by it. An agency that gives a clear answer to “In what situation do we say this isn’t working?” takes its definition of success seriously too. Avoiding the answer or saying “that won’t happen” is a warning sign in itself. Asking this question before the contract is signed prevents the dispute you’d otherwise face six months later.

How many pages should an SEO proposal be?

Page count isn’t a quality indicator; in fact, long proposals are often padded with generic information. What matters is that all seven sections above are filled in. A five-page proposal with every section clearly written is far more valuable than a thirty-page one whose scope ends in “etc.” Evaluate a proposal not by its page count, but by the number of cells it fills.

If you have proposals in hand and can’t work out what each one is selling, let us help you put all three into the same table.
