{"id":12508,"date":"2026-09-10T00:28:16","date_gmt":"2026-09-09T21:28:16","guid":{"rendered":"https:\/\/brandaft.com\/?p=12508"},"modified":"2026-09-10T00:48:38","modified_gmt":"2026-09-09T21:48:38","slug":"consent-mode-v2-conversion-tracking","status":"publish","type":"post","link":"https:\/\/brandaft.com\/en\/consent-mode-v2-cerezsiz-donusum-olcumu\/","title":{"rendered":"Consent Mode v2: What It Breaks in Your Conversion Data (and How to Fix It)"},"content":{"rendered":"<p class=\"wp-block-paragraph\">\u201cOur ad conversions have dropped, but sales haven\u2019t changed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s the sentence we hear most often after a cookie consent banner goes live. The chart in the ads dashboard goes down while the figures in accounting stay the same. When the two don\u2019t match, the question becomes: which one is right?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both are. They just aren\u2019t measuring the same thing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What\u2019s missing from the dashboard isn\u2019t sales, it\u2019s <strong>the visibility of sales<\/strong>. When a user rejects cookies, the purchase still goes ahead; only the trail linking that purchase to your ad account disappears. The measurement system goes blind, and you mistake that blindness for a drop in performance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At this point most articles take you straight to a setup step: add this tag, tick that box. But the setup isn\u2019t the real issue. The real issue is <strong>mistaking two separate problems for one.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On one side there is <strong>compliance<\/strong> \u2014 what KVKK (Turkey\u2019s data protection law, comparable to GDPR) requires for cookies. On the other side there is <strong>measurement<\/strong> \u2014 how much of your ad data you lose when consent is declined. The two appear at the same time, but they are not the same thing, and they are not solved with the same tool.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is also a misconception specific to Turkey. In its own documentation, Google defines the Consent Mode v2 requirement for <strong>users in the European Economic Area (EEA)<\/strong> ; it states that from March 2024 the consent fields must be \u201cGRANTED\u201d for Customer Match lists to be usable in the EEA (<a href=\"https:\/\/support.google.com\/google-ads\/answer\/14310715\" target=\"_blank\" rel=\"noopener\">Google Ads Help<\/a>). Turkey is not an EEA member. In other words, <strong>Google isn\u2019t forcing you.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That doesn\u2019t mean \u201cthere\u2019s no need\u201d. Because:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even if Google doesn\u2019t force it, KVKK does. That story is incomplete.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What really breaks measurement isn\u2019t the browser, it\u2019s <strong>the consent banner<\/strong>. The moment a user clicks \u201creject\u201d, advertising and analytics cookies can no longer be set, even on your own site. Browser restrictions add to this, but consent is the trigger.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is important to name what has been lost correctly. What is lost is:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li>Not the visitor, but the visitor\u2019s <strong>recognisability<\/strong><\/li>\n\n\n<li>Not the sale, but the sale\u2019s <strong>attribution to a source<\/strong><\/li>\n\n\n<li>Not the traffic, but the traffic\u2019s <strong>continuity memory<\/strong><\/li>\n\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">So data loss isn\u2019t a volume problem; it\u2019s a <strong>connection<\/strong> problem. If you see 60 conversions in Google Ads instead of 100, 40 sales haven\u2019t evaporated; the link between those 40 sales and your ads has been broken.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This distinction changes a lot in practice. If you think it\u2019s volume loss, you cut the budget. If you know it\u2019s connection loss, you fix the measurement. (And What Isn\u2019t It?)<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Consent Mode is a signalling layer that lets Google tags change their behaviour based on the user\u2019s consent status. In Google\u2019s own words, it lets developers control advertising and analytics data collection according to user consent (<a href=\"https:\/\/developers.google.com\/tag-platform\/security\/guides\/consent\" target=\"_blank\" rel=\"noopener\">Google Tag Platform documentation<\/a>).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Version 2 uses four consent parameters:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table>\n<thead>\n<tr>\n<th>Parameter<\/th>\n<th>What it controls<\/th>\n<\/tr>\n<\/thead>\n<tbody>\n<tr>\n<td><code>ad_storage<\/code><\/td>\n<td>Cookies and storage for advertising<\/td>\n<\/tr>\n<tr>\n<td><code>analytics_storage<\/code><\/td>\n<td>Cookies and storage for analytics<\/td>\n<\/tr>\n<tr>\n<td><code>ad_user_data<\/code><\/td>\n<td>Sending advertising-related user data to Google<\/td>\n<\/tr>\n<tr>\n<td><code>ad_personalization<\/code><\/td>\n<td>Personalised advertising<\/td>\n<\/tr>\n<\/tbody>\n<\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Each takes only two values: <code>granted<\/code> or <code>denied<\/code>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now let\u2019s make the critical distinction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Consent Mode is not a consent banner.<\/strong> You set up the consent banner (the banner or CMP); Consent Mode only carries the decision made on that banner to Google tags. Confusing the two means making a mistake at the most commonly skipped point of the setup: a banner, but no signal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Nor is Consent Mode a compliance certificate.<\/strong> Having it set up doesn\u2019t mean you comply with KVKK or GDPR. Compliance is about which cookie you set and when; Consent Mode is about passing that decision on to Google.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In one sentence:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The consent banner <strong>makes the decision<\/strong>. Consent Mode <strong>carries it<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"temel_mod_ile_gelismis_mod_arasindaki_fark\"><\/span>The difference between basic and advanced mode<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A setup done without understanding this difference often produces the opposite of what was intended.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Basic mode:<\/strong> Tags are fully blocked until the user interacts with the consent banner. In the words of Google\u2019s documentation, no data is sent before the user consents \u2014 not even the default consent status.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Advanced mode:<\/strong> Tags load with the default set to <code>denied<\/code> . Even when a user declines, Google receives <strong>cookieless measurement signals<\/strong> ; consent status and measurement are transmitted without cookies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The result of this difference shows up in modelling quality. In basic mode, Google uses <strong>a general model<\/strong> derived from aggregate behaviour patterns. In advanced mode, because first measurement signals are collected, <strong>an advertiser-specific model<\/strong> can be built and the modelling is more detailed (<a href=\"https:\/\/developers.google.com\/tag-platform\/security\/concepts\/consent-mode\" target=\"_blank\" rel=\"noopener\">Consent Mode concepts<\/a>).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Basic mode is more protective and gives you less data. Because in advanced mode a cookieless signal reaches Google even when the user declines, you need to explain this clearly in your privacy notice and cookie policy. The decision should be made together with your legal team.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"reddedildiginde_tam_olarak_ne_olur\"><\/span>What exactly happens when consent is denied?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><code>ad_storage<\/code> set to denied means no new advertising cookies are set. In addition, third-party cookies previously set on google.com and doubleclick.net are not used, except for spam and fraud prevention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On top of this, if the <code>ads_data_redaction<\/code> setting is enabled, ad click identifiers are removed from network requests. This increases data loss but strengthens privacy. Again, it\u2019s a trade-off decision, not a setting to quietly leave at its default.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"kvkk_acisindan_durum_turkiyede_ne_zorunlu_ne_degil\"><\/span>KVKK and Cookies: What\u2019s Mandatory in Turkey and What Isn\u2019t<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This section is for information only and is not legal advice. We recommend finalising your cookie configuration with a legal adviser.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Turkish Personal Data Protection Authority\u2019s <strong>Guidelines on Cookie Practices<\/strong>divide cookies into those that require explicit consent and those that don\u2019t. Exemption depends on two criteria: the cookie\u2019s sole purpose is to technically enable communication over an electronic communications network, or it is strictly necessary for a service the user has explicitly requested.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Typical exempt cookies: shopping basket, session-based authentication, security, load balancing and user-initiated interface preferences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those that are <strong>not exempt<\/strong> are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li>Advertising and marketing cookies<\/li>\n\n\n<li>Retargeting cookies<\/li>\n\n\n<li>Social media plugins that track users<\/li>\n\n\n<li><strong>Analytics tools<\/strong> \u2014 including Google Analytics<\/li>\n\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The last item is the most widespread mistake in Turkey. Analytics is put in the strictly necessary category on the grounds that \u201ceveryone uses it anyway\u201d. By the logic of the guidelines this is wrong: analytics services transfer data to a third party for commercial purposes and enable cross-site tracking, which takes them outside the exemption criteria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are also clear expectations for the consent banner itself:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li><strong>Opt-in by default.<\/strong> Non-essential categories must be off by default, and the user must switch them on. A pre-ticked box does not count as valid consent.<\/li>\n\n\n<li><strong>Equal prominence.<\/strong> \u201cAccept all\u201d and \u201cReject all\u201d must be presented with the same prominence.<\/li>\n\n\n<li><strong>No cookie walls.<\/strong> Making access to the site conditional on accepting all cookies is not acceptable.<\/li>\n\n\n<li><strong>Easy withdrawal.<\/strong> Withdrawing consent must be as easy as giving it.<\/li>\n\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The duty to inform also applies to exempt cookies and must be met in a separate, easily accessible cookie policy. For each cookie, the policy should list its name, purpose, first-party\/third-party status and retention period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is also a topic that most setups never discuss: using cookies from services based abroad, such as Google and Meta, means transferring personal data outside Turkey, and this must be assessed separately under Article 9 of the Law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In short: because Turkey is not in the EEA, Google does not impose Consent Mode on you. But KVKK already requires the consent banner and the behaviour behind it. Consent Mode is the most practical way to implement that behaviour technically \u2014 a tool, not an obligation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"olcum_nerede_kiriliyor_5_kacak_noktasi\"><\/span>Where Does Conversion Tracking Break? (5 Leak Points)<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The breakages we see in the field almost always happen in the same five places.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1. A banner, but no signal.<\/strong>\nThe consent banner is in place and the user makes a choice, but that choice is never passed to Google tags. The tags keep working as before. This is the worst scenario for both compliance and measurement: the legal risk remains and the data is wrong.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2. The default is defined incorrectly.<\/strong>\nThe default consent state must be defined <strong>before<\/strong> the tags load. If it is defined afterwards, some of the first requests go out with the wrong state and produce inconsistent data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3. Consent changes aren\u2019t applied.<\/strong>\nWhen a user first declines and then accepts, the updated state must be passed to the tags. If this step is skipped, even users who accept remain unmeasured.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4. The conversion page sits behind consent.<\/strong>\nThe conversion tag on the thank-you page never fires because the user never saw the banner. The sale happens; the record doesn\u2019t.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>5. Inconsistency between ad platforms.<\/strong>\nThe Google side is configured with Consent Mode, while the Meta side is left as it is. The two dashboards show two different realities, and the budget decision changes depending on which one you look at.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The shared outcome of these five breakages is that measured cost looks higher than real cost. We explained in detail why acquisition cost inflates and which mistakes melt your budget in our post <a href=\"https:\/\/brandaft.com\/en\/google-ads-cpa-increasing\/\">Why Is Your CPA Rising?<\/a> ; measurement loss is the most insidious item on that list, because in the dashboard it looks like a drop in performance rather than an error.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"consent_mode_v2_nasil_kurulur_gtm_ga4_ads\"><\/span>How to Set Up Consent Mode v2 (GTM + GA4 + Google Ads)<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The logic of the setup works in this order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Step 1 \u2014 Build a cookie inventory.<\/strong>\nWhich cookies are set on the site, which tool does each belong to, and what is its retention period? Categorising without an inventory is just guesswork. This inventory also forms the basis of your cookie policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Step 2 \u2014 Define the categories.<\/strong>\nNecessary, analytics, advertising, preferences. Don\u2019t put analytics tools in the necessary category.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Step 3 \u2014 Set up the consent banner (CMP).<\/strong>\nOpt-in by default, accept and reject options with equal prominence, and permanent access to \u201ccookie settings\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Step 4 \u2014 Define the default consent state.<\/strong>\nIn Google Tag Manager, so that it runs before all other tags. All four parameters must be defined; a missing parameter causes a silent error.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Step 5 \u2014 Connect the consent update.<\/strong>\nWhen the user makes a choice, the event triggered by the CMP must pass the updated consent state to the tags.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Step 6 \u2014 Link tags to consent settings.<\/strong>\nGA4, Google Ads conversion and remarketing tags must each be configured to respect the relevant consent parameter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Step 7 \u2014 Choose the mode and document it.<\/strong>\nBasic or advanced? Make the decision, write down the reasoning and reflect it in your privacy notice. This step is organisational rather than technical, and it is usually skipped.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The order matters. No categories without an inventory, no banner without categories, no signal without a banner. Setups that start from the other end appear to work but produce inconsistent data.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"sunucu_tarafli_olcum_ne_zaman_gerekir_ne_zaman_gereksiz\"><\/span>Server-Side Tracking: When Do You Need It, and When Don\u2019t You?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">When Consent Mode comes up, server-side tagging usually follows straight away. Most of the time, it comes up too early.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Server-side tracking means tag requests pass through a server you control instead of the user\u2019s browser. What it provides is data quality and control: you decide which data goes where, you are less affected by browser restrictions and page load is reduced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What it doesn\u2019t provide is this: <strong>it doesn\u2019t remove the need for consent.<\/strong> Sending data from a server doesn\u2019t mean you can process it without the user\u2019s consent. This is the most common false assumption in the field.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When it\u2019s genuinely needed:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li>Your monthly traffic is high and you are above the modelling threshold<\/li>\n\n\n<li>You feed the same conversion data to more than one ad platform<\/li>\n\n\n<li>You need to combine measurement with your CRM or order system<\/li>\n\n\n<li>You want auditable control over data processing<\/li>\n\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">When it\u2019s unnecessary:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li>Your monthly conversions are in double digits<\/li>\n\n\n<li>You advertise on a single platform<\/li>\n\n\n<li>Your current client-side setup is already faulty \u2014 fix that first<\/li>\n\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Server-side tracking is an upper floor. Building an upper floor while the ground floor isn\u2019t solid only makes the error more expensive.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"google_disindaki_platformlar_meta_ve_digerleri\"><\/span>Platforms Beyond Google: Meta and Others<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Consent Mode is a Google solution. Meta, LinkedIn, TikTok and other platforms don\u2019t read this signal. Assuming you\u2019re done once the Google side is set up leaves the least visible leak point wide open.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The result looks like this: in Google Ads, conversions are adjusted according to consent status, while in Meta a pixel keeps working with the old logic. The two dashboards show two different realities. The budget decision changes depending on which dashboard someone looked at that week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The right approach is to build the consent decision as <strong>a platform-independent layer<\/strong> that works like this:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li>Your consent banner produces a decision per category (advertising, analytics, preferences)<\/li>\n\n\n<li>On the Google side, this decision is translated into Consent Mode parameters<\/li>\n\n\n<li>The same decision is translated into a firing condition for the Meta pixel, LinkedIn Insight Tag and other tags<\/li>\n\n\n<li>No ad tag fires until the relevant category has been consented to<\/li>\n\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">On the Meta side, the Conversions API, a server-side option, also comes into play. But the rule is the same as on the Google side: sending data from a server doesn\u2019t remove the consent requirement. It only changes the transmission route.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cross-platform inconsistency also undermines reading SEO and ad data together. The number you see in the dashboard includes this estimate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two things need to be separated here.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Modelling <strong>doesn\u2019t fill in missing data.<\/strong> It produces a statistical estimate from observed behaviour patterns. The quality of the estimate depends on how much observable data you have \u2014 Google states that your tag must pass a certain data collection threshold for modelling to work, but does not publish the numerical value of that threshold.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The practical consequence: in small accounts, modelling either doesn\u2019t kick in or produces volatile results. In high-volume accounts, it works reasonably well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s why the right way to treat modelled data is:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a directional signal, it is <strong>reliable<\/strong>. As an absolute number, it is <strong>not reliable<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So by looking at modelled conversions you can say \u201ccampaign A is better than campaign B\u201d. But you can\u2019t say \u201cexactly 143 conversions came in and revenue was this much\u201d. You need to manage the budget with this distinction in mind; we explained the goal-based budget model in our post <a href=\"https:\/\/brandaft.com\/google-ads-butcesi-nasil-belirlenir\/\">How to Set a Google Ads Budget<\/a> , and modelling uncertainty should be treated as a margin added on top of that model.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"kurulum_sonrasi_dogrulama\"><\/span>Post-Setup Validation<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The job isn\u2019t done when the setup is. Don\u2019t call it \u201cdone\u201d until you\u2019ve seen it working. The validation order:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n\n<li><strong>Pre-consent state.<\/strong> In the browser\u2019s developer tools, check which cookies are set before interacting with the banner. If any non-essential cookie is set, the setup is faulty.<\/li>\n\n\n<li><strong>Decline scenario.<\/strong> Decline and watch how the tags behave. If you\u2019re in advanced mode, a cookieless signal should be sent and no cookies should be set.<\/li>\n\n\n<li><strong>Accept scenario.<\/strong> Accept, then verify that the consent state is updated and the tags work normally.<\/li>\n\n\n<li><strong>Change-of-mind scenario.<\/strong> Decline first, then accept. Check that the updated state is passed on.<\/li>\n\n\n<li><strong>Conversion test.<\/strong> Complete a real conversion and confirm it appears in the dashboard.<\/li>\n\n\n<li><strong>Google Tag Manager preview mode.<\/strong> Check that the consent parameters pass through each tag with the expected values.<\/li>\n\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Don\u2019t go live until all six steps pass. The basic-or-advanced decision is made with the legal team and put in writing. The cookie policy text is drafted. A CMP is chosen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Days 15\u201321 \u2014 Setup<\/strong>\nThe consent banner goes live. The default consent state and update mechanism are set up. Tags are linked to consent settings. The six validation steps are run in a test environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Days 22\u201330 \u2014 Validation and baseline<\/strong>\nValidation is repeated on the live site. Consent rate tracking begins. Conversion numbers before and after the setup are compared. It is <strong>knowing how much you can\u2019t see<\/strong>, and being able to keep that blind spot out of your decision-making.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"sik_yapilan_6_hata\"><\/span>6 Common Mistakes<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1. Treating analytics as a necessary cookie.<\/strong> The most common and riskiest mistake. By the logic of the guidelines, analytics tools are not covered by the exemption.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2. Pre-ticked boxes.<\/strong> Consent given without user action doesn\u2019t count as consent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3. Hiding the \u201cReject\u201d button.<\/strong> The accept button is prominent, the reject button grey and small. Equal prominence is expected; and the harder it is to reject, the more questionable the validity of the consent collected becomes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4. Quietly switching on advanced mode.<\/strong> If you send cookieless signals, you must say so in your privacy notice. It isn\u2019t a decision for the technical team to make alone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>5. Not validating after setup.<\/strong> It\u2019s assumed to work because the tag was added. In a significant share of cases, one of the parameters goes through missing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>6. Mistaking lost data for a performance drop and cutting the budget.<\/strong> This is the most expensive mistake. The budget is cut in response to conversions that fell because measurement broke, real sales then fall too, and the decline is \u201cproven\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"sonuc_sorun_veri_kaybi_degil_karar_kaybi\"><\/span>Conclusion: The Problem Isn\u2019t Lost Data, It\u2019s Lost Decisions<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">What you lose after cookie consent isn\u2019t a few percent of conversion data. What you lose is the foundation of the decisions you make based on that data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consent Mode v2 doesn\u2019t solve this on its own. It isn\u2019t a box to tick by installing a plugin; it\u2019s part of a system that starts with an inventory and ends with validation. And the output of that system should be not perfect data, but <strong>data with known limits<\/strong> \u2014 that\u2019s the question to ask.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With data whose limits you know, you can make decisions. With data whose limits you don\u2019t know, you only produce reports.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"consent_mode_v2_hakkinda_sikca_sorulan_sorular\"><\/span>Consent Mode v2: Frequently Asked Questions<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"consent_mode_v2_turkiyede_zorunlu_mu\"><\/span>Is Consent Mode v2 mandatory in Turkey?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Google\u2019s own documentation defines the requirement for users in the European Economic Area, and Turkey is not an EEA member. However, KVKK (Turkey\u2019s data protection law) requires explicit consent for advertising and analytics cookies, much as GDPR does in Europe. Advanced mode provides more data because it sends cookieless signals even when a user declines; this must be clearly explained in your privacy notice. Basic mode is more protective and provides less data. Make the decision together with your legal adviser.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"google_analytics_zorunlu_cerez_kategorisine_konabilir_mi\"><\/span>Can Google Analytics be classed as a strictly necessary cookie?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Not according to the logic of the KVKK Cookie Guidelines. Analytics tools transfer data to a third party for commercial purposes and enable cross-site tracking, which puts them outside the \u201cstrictly necessary\u201d exemption. When a user declines, the purchase still happens, but it cannot be linked back to the ad. The right response is not to cut the budget but to measure the size of the gap and take it out of your decision-making.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"modellenen_donusum_verisine_guvenebilir_miyim\"><\/span>Can I trust modelled conversion data?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">As a directional signal, yes; as an absolute number, no.
