Google is showing you less. Behind that there is usually a perception of quality, topical authority, indexing structure or increased competition. So the problem is not with clicks; it is higher up, in the ranking and evaluation layer.

If impressions are flat but CTR is falling: Google is still showing you, but people are not clicking. This usually signals a change in SERP behaviour — the snippet layout may have changed, AI Overviews / SGE results may be giving the answer higher up, or competitors may be catching attention with clearer, more appealing headlines. In this scenario it is not “more content” but a better promise is needed.

If average position is falling but some pages are rising: This is usually not a site-wide collapse; it is a sign of redistribution — Google has matched some of your pages to the right intent and pushed others back. In fact, in Google’s own terminology the word penalty is almost never used. There are two separate situations: a manual action and an algorithmic reassessment (a core update). These are not the same thing, and the routes out of them are completely different.

If there is a manual action, Search Console tells you so explicitly. There is no hidden, silent penalty. In core updates the site is not “punished”; it is simply repositioned relative to other content. So most traffic loss happens not because you did something wrong, but because someone else matched the query better than you did.

Here is the short checklist:
In Search Console, check the Manual Actions and Security Issues sections. At the same time, look for sudden, site-wide index loss as well. If all three are clean, what you are dealing with is most likely not a penalty but an algorithmic wave. And algorithmic waves are got through not by panicking but with the right diagnosis in hand.

The 9 Most Common Mistakes (The Ones That Drag Recovery Out)

What usually drags a recovery out is not big jobs done badly but the small, common steps taken in panic. The first fixes made from a correct diagnosis usually start to show an effect within 2–6 weeks or so. Lasting recovery, though, often spans the next core update cycle as well. Random changes do not speed the process up; they drag it out.

Traffic dropped but impressions are flat: what is the problem?

In this scenario the problem is not visibility, it is click behaviour. The SERP layout may have changed, AI Overviews may be giving the answer higher up, or competitors may be standing out with clearer snippets. Google is still showing you, but you are not the one convincing the user. The answer is not more content, it is snippet and intent alignment.

Is this a Google penalty, and how can I tell?

Google usually does not apply a “penalty”: a manual action is one thing, an algorithmic assessment is another. If there is a manual action, you will see an explicit notice in Search Console. If there is no notice and you are not seeing sudden, site-wide index loss, this is most likely a core update effect. So we are not talking about a penalty; we are talking about re-ranking and nothing more.

If I have AI-generated content, should I delete all of it?

No. Google looks less at how content was produced and more at what it adds for the reader. Content produced with AI that is useful, made original and kept current is not a problem.
